The role and functioning of schools are changing and so is what is expected of teachers and school leaders as experienced by many countries including the Philippines. Teachers are asked to teach in increasingly multicultural classrooms; to place greater emphasis on integrating students with special learning needs in their classrooms; to make more effective use of information and communication technologies for teaching; to engage more in planning within evaluative and accountability frameworks; and to do more to involve parents in schools (OECD, 2009). Also, researchers found out that effective school leaders are key to large-scale and sustainable education reform.

Because of these demands, the education system, the Department of Education recognizes the importance of professional standards in the continuing professional development and advancement of teachers and school leaders based on the principle of lifelong learning. The DepEd upholds that quality student learning is dependent on quality teachers, who are supported by quality school leaders (DO 24, s. 2020). Hence, the development of standards for teachers and instructional leaders through Philippine Professional Standards for Teachers (PPST), Philippine Professional Standards for School Heads (PPSSH), Philippine Professional Standards for Supervisors (PPSS), and Results-based Performance Management System standards for non-teaching personnel.

As such, SDO Marikina shall support the realization of the division’s goal of improving teacher and school leader’s career stages drawn from PPST, PPSSH, PPSS and non-teaching personnel’s performance set by RPMS.
